य इमं परमं गुह्यं मद्भक्तेष्वभिधास्यति।भक्तिं मयि परां कृत्वा मामेवैष्यत्यसंशयः।।

Translation
He who proclaims this supreme mystery among My devotees shall come to Me, acquiring supreme devotion towards Me. There is no doubt about this.

What does Bhagavad Gita Chapter 18 Verse 68 mean?
It means that sharing this teaching with those who love Krishna is not a duty added on afterward — it is itself the highest bhakti. The one who speaks it out among such hearers does not merely earn a reward later. He arrives at Krishna, and Krishna says there is no doubt in it.
What does 'ya idam paramam guhyam mad-bhakteshv abhidhasyati' mean?
Whoever will speak this deepest secret among those devoted to me. Guhyam is what is held close, not hidden out of stinginess but kept for the one ready to receive it. Abhidhāsyati is plain speech — telling it. The secret stays a secret by being told to the right listener.
Does this verse mean I have to teach the Gita to others?
Not from a platform, and not to everyone. Krishna names the hearers precisely: those who already love him. Sharing here is closer to handing water to someone thirsty than to instructing. If no one near you is asking, nothing is demanded. When someone asks, do not keep it.
Why is speaking this teaching called the highest devotion?
Because it is the one act with nothing in it for you. You gain no result the hearer does not gain more of. Krishna calls that parāṁ bhaktim — love made highest by having no return folded into it. What you were given freely leaves your hands the same way.

Commentary
Krishna has just said: tell this to no one who does not care to hear it. Now the other side. Give it to those who already love — and the giving is itself love. Notice what he does not promise: not that you will be understood, not that you will teach well. Only that whoever speaks this among those who long for it arrives where the words point. The teaching moves by being handed on; it cannot be hoarded. Arjuna has spent eighteen chapters receiving. The last thing asked of him is to pass it along. Whatever you have been given, someone near you is waiting for.
